I'm not 100% sure, as the origins of move names aren't usually very well recorded. But many moves are named after the country where they originated (or at least rose to prominence in pole schools) e.g. Russian Split. I'd guess that Western Flag originates in US pole dance schools, and Chinese came to pole from the circus pole side, which has far more Asian and Oriental roots and influences
