They don't ever really explain it well or more other than "so he somehow uses bloodbending!" but the creators explained it a bit more. Think back to the chakras and the Guru in Atla. Basically Amon is blocking those certain chakra points that connects a person to their bending element. Pretty insane capability of bloodbending (Just an FYI)
