I think luke is a little unfair to tsubame about asking to wait to answer him. When he asked her out, she said yes. She liked him enough. If he had continued to ask her out casually, she likely says yes again. The problem is he gave her the heart, which is a confession of love. They barely know each other, they're just in clubs together. It's perfectly reasonable to say "hey, I don't know how I feel. Let's get to know each other(i.e including dates) This isn't like kaguya and miyuki lol. Not attacking you at all, but tsubame is sort of unfairly criticized for some things in this series when I think she's mostly pretty decent to him.
