See garcia doesn't have the size but most importantly the power at welterweight let alone light middle, it seems like a lazy move, can't be bothered to make weight along with he used all his welterweight opportunities, although he may get instant opportunities due to name, plus all the 154 pbc guys are running out of opponents, makes good pbc sense to keep in house fights going on.
