You need to check out tim Burton's "Ed Wood". Its a film with Johnny Depp. He plays the director of Plan 9. Great film.

No this picture was bad from the beginning. Even when I was young, people knew it as the worst movie of all time, I grew up in the 60s.

So, Bela Lugosi, who also played Dracula in 1931, was the big star in this movie, but passed away during production. The arm covering the face as he came out of the crypt was to hide the fact it was a different actor. Seems very on brand for this movie...

Almost true. The shots of Bela Lugosi were filmed before production on Plan 9 even started. They were improvised scenes from half-realised projects, variously titled The Vampire's Tomb or The Ghoul Goes West. Shortly after Lugosi's death, the story and screenplay for Grave Robbers from Outer Space were written and finalised, with Wood planning to use the unconnected, unrelated Lugosi footage as a means of getting a known credit into the film. Wood also used the Lugosi footage as a means of attracting other actors to the picture by telling them he was making "Bela Lugosi's last movie".
