Personally, I'd put Frieza's final form (well, formerly final) way above Perfect Cell in my own ranking of transformations; but, admittedly, I'm something of a Frieza fanboy. I get that Cell's requirements for transforming were unique and interesting and that his physical changes were more dramatic, but I think the sheer buildup and payoff for Frieza's ultimate form outshine those for Cell, in my own personal opinion.

If you consider the journey to the transformation, as well as how it was earned, I can see why Cell's is higher than Frieza's. Frieza already had his forms, but he toyed around with the fighters getting stronger and strong. And part of it was boring as we just jumped from stronger fighter to stronger fighter until the final form. In this form still, Frieza seems deadly, but not untouchable. With Cell, he had to time travel, then absorb 17 and 18, and while I think the tail absorption was a bit odd since you figure they could have moved or something, it was an interesting take on transformation. When he specifically reaches final form Cell, Vegeta who had just been mopping the floor with him, now can't even dent him. Cell had the feel of untouchable. Just for pure transformation, I would put Cell over Frieza. The only thing for Frieza, is that he had his forms, rather than training for them/gaining them.

So that means the top three are SSJ, SSJ2, and.... the Great Oozarou? Can't think of anything else that could make it even though they made fun of it a bit earlier in the list

I always assumed the bug properties where from the namekian dna, but did have a friend that jokingly mentioned that maybe Dr. Gero accidentally included some fly dna ala the Fly
