Every new Decepticon born in the base was preserved with enough information in the Core before their birth, including the Cybertronian Text discovered by Sun Cheng and Atlas on Earth. However, this was only to give them a concept of it, as even Sun Cheng and Atlas didn't know how to interpret the Cybertronian  Text.

With a flash of blue light in his eyes, Sun Cheng saved all the unreadable Cybertronian Text on the ground.

Playing with the metal sphere in his hand, Sun Cheng felt a little regretful.

Megatron must have known how to interpret the Cybertronian Text, but unfortunately, even though he had stolen a part of Megatron's memory data, it did not include the Cybertronian Text.

By using it, he could locate the spaceship that presumably crashed nearby.

The main control computers of Cybertron were special entities with intelligence comparable to mechanical life forms, such as the 'Teletraan' he obtained from Onslaught.

The main control computer on the Cybertronian spaceship, according to Megatron's memory, possessed intelligence far superior to ordinary mechanical life forms.
