The Autobots want to enter Russia!

Optimus Prime's powerful words immediately silenced William Galloway and his team.

"Wait a minute," Galloway was the first to react, his face changed dramatically as he tried to stop Optimus Prime. "Your Excellency Optimus Prime, I remember that during the signing of the agreement, we clearly mentioned to you that the Autobots cannot enter the five permanent member countries of the United Nations at will!"

The five permanent members of the United Nations, commonly known as the "Earth's five rogues," are the direct behind-the-scenes hands that cause regional instability and threaten world peace.

Although this viewpoint may have some conspiracy theory elements, it is a fact.

For example, more than 75% of the military weapons available for trade on Earth are manufactured by the five rogues, among which the United States and Russia jointly account for about 80% of the market share.

After the collapse of the Soviet Union, although the United States adopted a policy of squeezing Russia's living space through diplomatic and military means, the Americans knew better than anyone else that Russia still had the ability to drag the entire Earth to hell. They inherited the huge nuclear arsenal of the former Soviet Union, and once it was put into operation, it could plow through the entire Earth at any time.

The five rogues are also the only five countries recognized by the United Nations Charter as legitimate nuclear powers. Although the number of nuclear weapons held by each country varies, they all have the ability to drag invading countries and forces to hell.

Therefore, although the Americans are arrogant, when they reached a cooperation agreement with the Autobots, they clearly wrote into the agreement that the Autobots are prohibited from entering the five permanent member countries.

Perhaps the Americans have another layer of concern.

They are also afraid that the Autobots will straddle two boats and be tempted by other countries in the five rogues, and then kick the Americans out and join forces with other countries.

"Galloway, I remember the agreement very clearly!"

Optimus Prime tapped his head and looked at him calmly. "That's why I asked for a joint chief of staff meeting to inform you and discuss this matter."

"No, this is absolutely impossible!" Galloway desperately tried to stop Optimus Prime. "Russia will not allow our soldiers to enter their territory for search, and Sound Nest has not yet fully recovered from the Battle of Savage. The President cannot agree to this unreasonable request!"

"Your Excellency!"

Optimus Prime leaned over and looked down at him, speaking seriously. "With electromagnetic interference devices that can affect the Dark Spectrum satellite, Earth's technology cannot produce them in a short time. I suspect that North Deske may have already encountered problems. If the Decepticons finally start to take action, then a big battle is imminent. This is no longer just a matter for you humans."

He looked back at William Major, but seemed to think of something immediately, frowned, and then looked back at Galloway.

"We never force our friends to do anything against their will. If your government has any concerns, the Autobots can choose to act alone!"

After speaking, he stood up straight and was about to leave the communication room.

This was exactly what Galloway and his team were most worried about!

"Optimus Prime, you can't do this. This violates the agreement."

Galloway ran to his side, waving his hands trying to stop Optimus Prime from leaving.

Unfortunately, Optimus Prime didn't even look at him and resolutely walked towards the door of the communication room.

He had to turn his head helplessly and look at William Major and his team. Seeing that they were also frowning and thinking, he couldn't help but shout, "Hey, Major, do you want to see a nuclear war? Stop them quickly!"

This shout immediately brought William Major's wandering thoughts back.

Although he and Galloway didn't like each other, Major had to admit that Galloway was right.

Although Galloway and Washington deliberately kept them in the dark, leaving Sound Nest completely unaware of what had happened at the North Deske Northern Military Port in the past ten days, there was no doubt that the Autobots might have the confidence to enter Russia's territory and eliminate the Decepticons who may still be lurking in North Deske.

But what if their actions angered Moscow?

If the Russians really felt that their country was facing an unprecedented crisis, would they use nuclear weapons to destroy these extraterrestrial threats?

And once the nuclear button of Earth was pressed, who could guarantee that it would not cause other chain reactions?

In the face of Russia, the nuclear monster with the ability to drag the entire Earth to hell, William Major knew that it was not too cautious to be careful.

Realizing the seriousness of the matter, he had to shout to stop Optimus Prime, who hadalready reached the door of the communication room.

"Wait, Optimus Prime!"

Optimus Prime stopped and turned his head to look at William Major.

"What do you want, Major?"

"We need to discuss this matter further," Major said, his voice serious. "We need to consider the potential consequences of your actions and find a way to proceed that does not violate our agreement with you or endanger the safety and security of our planet."

Optimus Prime nodded, his expression calm.

"I understand, Major. We will wait for your decision."

With that, he turned and left the communication room, leaving William Major and his team deep in thought.

The situation was indeed complicated.

On the one hand, the Autobots had a duty to protect Earth from the threat of the Decepticons. On the other hand, they had to respect the sovereignty of nations and honor their agreements with the humans.

Finding a solution that balanced these two competing interests would not be easy, but William Major knew that it was his responsibility to try.

Although silicon-based life forms are far less fragile than carbon-based life forms, their powerful mechanical bodies allow them to withstand even thousands of degrees of high temperature, high pressure, and shock waves. However, even powerful beings like Megatron have to temporarily avoid tactical nuclear explosions of thousands of tons of equivalent, and in the face of the threat of nuclear war, even Optimus Prime has to be cautious.

"I understand, Major."

Optimus Prime stopped in his tracks and turned around again. "The war with the Decepticons is no easier than a nuclear war. We definitely need to have a good talk with your side!"

"Okay, please wait a moment. I will arrange it now."

An hour later, accompanied by a dozen encrypted satellite communication phone calls, in the communication room of the Joint Chiefs of Staff, a technician who had just finished the final debugging of the equipment spoke into the microphone in front of him: "The Joint Chiefs of Staff's encrypted line is connected, Major, we can begin."

With his reminder, William Major took a deep breath and nodded. "Let's begin!"

As the words fell, one by one specially customized displays lit up on the walls of the communication room, with no more than a five-second delay.

Soon after, on the displays, dozens of United States Generals in military uniforms appeared one by one.

William Major quickly walked to a row of high-definition cameras and saluted the camera before saying, "Report. The commander of the Sound Nest unit requests this Joint Chiefs of Staff meeting. We just received intelligence from Director Galloway, the National Security Advisor, that a Decepticon invasion occurred in Northern Dovinsk in Russia more than ten days ago."

"Major, who is he?"

A white General in an Air Force uniform frowned and looked at Galloway, who had appeared beside him at some point.

"Uh!" William Major realized that Galloway had already come to his side at some point.

Although he looked unhappy, he quickly answered, "Mr. Minister, he is Director Galloway, the National Security Advisor and the President's special envoy, whom I just mentioned!"

"Mr. Minister, hello!"

Galloway adjusted his tie and was just about to speak when he was interrupted by a black General in a Navy uniform. "Galloway, I know you. But what I'm curious about is the incident Major just mentioned - the Decepticon invasion in Northern Dovinsk more than ten days ago. Why didn't we hear anything about it?"

This was not a challenge from William Major, but a question from a four-star General of the United States Marine Corps.

Even though Galloway was a confidant of the current President Cheney, he was sweating profusely on his forehead when he saw that most of the military bigwigs on the screens around him were looking at him displeased. He could only respond in a conciliatory tone, "Generals, this is the President's decision. As you know, Russia is not like other countries. After receiving intelligence about Northern Dovinsk, our intelligence agencies had to send a large number of personnel to gather and verify the information."

"Humph!"

The Director of the National Guard Bureau snorted, leaving him no face.

2008 was a United States election year, and President Cheney had already served two terms and entered the countdown to retirement.

Moreover, the Joint Chiefs of Staff were just misled by Cheney and the intelligence agencies, and the several generals who were unaware naturally did not give Galloway a good face, especially General David, who was directly responsible for managing the Sound Nest , and he was so angry that he didn't even want to talk to him. He went straight to Major William and asked, "So, Major. How do you plan to handle this?"

As soon as General David spoke, the communication room immediately quieted down.

"Since the Savage battle, the equipment of the Sound Nest has been withheld by the Department of Defense, and we only have individual equipment, with very limited combat power. Moreover, North Dovinsk is an important military port in Russia, and Director Galloway has concealed from us what happened to North Dovinsk after it was invaded by the Decepticons in the past ten days. So even if the government can persuade Russia to agree to our troops, I do not agree to deploy the Sound Nest!"

His words were well-reasoned, and most people, including General David, nodded in agreement, apparently very satisfied with his political and military qualities.

After a pause, Major William turned his head to look at Optimus Prime and continued, "But Optimus Prime has a different opinion. This Joint Chiefs of Staff meeting was proposed by him. Now I'll give the floor to him to talk to you personally, General!"

After speaking, Major William saluted and silently walked to the side.

He moved the camera aside, and Optimus Prime, who had been waiting quietly, quickly walked up to the camera, nodded slightly, and then said, "Generals, although the Alliance Army has only been established for less than half a year and has encountered some setbacks, we have worked together three times in the past and destroyed two Decepticon bases established on Earth. However, in recent times, my warriors and I have still been able to capture the activities of the Decepticons, and they are becoming more and more frequent!"

"From North America to Asia and then to Oceania, this is very unusual. Coupled with the recent invasion of North Dovinsk that the Alliance Army has just received, we suspect that the Decepticons may be looking for something or plotting new conspiracies! Therefore, I discussed with Major and applied to convene this Joint Chiefs of Staff meeting. In accordance with Article 19 of Item 5 of the Cooperation Agreement, I hope you will agree to let me send troops into North Dovinsk to eliminate the invading Decepticons!"

Optimus Prime's words immediately caused a sensation in the Joint Chiefs of Staff meeting.

General David approached the camera with a very ugly expression, and his image on the screen was obviously much larger than the others.

"Optimus Prime, we cannot agree to let you and the other Autobots enter a nuclear country just because of outdated intelligence that has been deliberately concealed by certain people and even cannot confirm its authenticity!"

"General!" Galloway interjected displeasedly, "The temporary concealment of intelligence is the President's intention!"

"I will confirm this with the Department of Defense later. Now, can you please shut up for the time being? This is the Joint Chiefs of Staff meeting, and letting you sit on the sidelines is already an exception!"

General David scolded loudly, apparently very angry that he, as the person directly responsible for the Sound Nest, was kept in the dark about the Decepticon invasion intelligence.

Galloway was taken aback, his face turning pale and then red, and his chest heaved up and down rapidly.

Everyone ignored him and focused their attention on Optimus Prime, who spoke with a firm and unquestionable attitude.

"Generals, the situation is probably much more complicated than you can imagine. In the pictures I captured from your satellites, I saw large areas of shielded zones. If my guess is correct, this should be the result of a strong electromagnetic weapon based on Earth's technology that cannot be mastered in a short time. I suspect that the Decepticons may have already occupied North Dovinsk and are rapidly expanding from there as their base. If you don't want Earth to become a second Cybertron planet, I hope you can agree to let me send a team of the most elite warriors to raid North Dovinsk, investigate and even destroy the Decepticons that may still be there."
