These are background materials. Animations are made in this way that we put some pictures like layer as background, cel, effects made by composite section.  

Generally we are called main background = BG (bg) and separated BG = BOOK (book) in Japan

Except using 3D, we have to express the world on 2D space in 2Danimation works. So this method that stacking pictures is only way to make distance or depth on 2D space.

In this case, Takahiro wanted to make distance between character and the most further BG usuing many BG layeys. Because this first shot was very important that people can capture that what the world is like. It's beautiful BG!!
