Okay, so! Now that you've already seen Improbable Cause and The Die Is Cast, you must recognize that it's the Tal Shiar interrogating Kira about Odo here. Or even if it isn't, even Visionary, another high concept O'Brien suffers episode, is yet another episode that very much is building up to what happens there. What was so impressive was that the DS9 season three challenge to not serialize the show and yet still have enormous build up to the big events of the long term arcs is really very cleverly played. Both things are accomplished beautifully. Even if this episode Visionary isn't a big event because its plot is reset, it still gives loads of detail about the status of the Romulans and the Klingons in its mystery. Clever, clever.

Back in the day the Powers That Be were dead set against serialized content since there was no streaming or binge watching only syndicated TV which the studios felt did not lend itself to serial content. The DS9 creators and writers fought tooth and nail and eventually won. Part of it was that the studio also gave up the fight to concentrate on Star Trek Voyager which premiered during the second half of DS9 season 3. The concept of Romulan Warbirds being powered by small singularities was actually introduced in the great TNG episode Timescape. A great standalone TNG episode to watch is Cause and Effect which features a well recognized time concept that has since become overused but back then may have been only the second time it was used. It also features a great explosion. Speaking of Voyager when you are done DS9 you should check that out. Weaker than both TNG or DS9 it still features truly great episodes and one character who became awesome. Watching the whole series is not necessary as it is more episodic so doing polls for the top 10 eps per season would be the way to go. Final point, without giving anything away one could argue the Romulans were right to attempt to destroy the wormhole, not DS9 though.
