15% Increased Casting Speed-Temporary Buff Which Zones (Patreon)

I have been spending a large amount of time testing buffs in Outland. 

Outland is unique in that most of the code was programmed mostly by people no longer with Blizzard and poorly understood by the current generation of programmers. 

One interesting buff can be used by any class is from the quest "The Force Of Neltharaku". This buff is from a quest contained in the netherwing drake quest chain. This chain begins with "Kindness" offered by Mordenai in Shadowmoon Valley 60.6, 58.2 and is six quests in.

"The Force Of Neltharaku" involves using an item to free netherwing drakes that have been captured by Dragonmaw orcs. Free a dragon and kill the nearest orc to it and you will receive a buff entitled "Force Of Neltharaku". Unlike many buffs in the zone it materially alters your spell casting time and persists into battleground and raid instances (I no longer test buffs in arena or mythic dungeons as they never zone, note that this is not always the case with debuffs). 

The buff lasts for one minute (this is a long time for a buff like this). The primary usage would be to increase dps in pve encounters especially with content coming to the end of its life where players are downing bosses in shorter and shorter durations.
