I absolutely love Stahl. Such an awesome character who always made things more interesting when she got involved and simply had amazing portrayal throughout. But I find classifying her as a villain a bit weird considering it's a show where the protagonists are the bad guys. Sure, Stahl had some serious issues. She murdered a federal agent she was intimate with and could literally not have cared less. But that's not enough to be a villain, really. Imo a villain has "evil" motives and malicious intent and are completely self-serving. Her motives, at least, were good. She had the motives a federal agent should have. To capture a prominent figure of a terrorist organisation and to crush a violent organised crime syndicate while at it. That's perfect. Committing a murder to achieve her goals was wrong and the fact that she could not have cared less is a bit disturbing but it doesn't really make her a villain. She was an antagonist - regardless of the murder - but not more than that.
