Drive worked. I believe the Medallion makes the driver officially an owner of their cab instead of like an independent contract, which in turns they would get more money.

I believe the deal Harvey made with those guys is that he said he already had evidence against them on at least 3 felony counts, mentioned the DA on his speed dial for good measure, and was basically saying they're already screwed and going to prison unless they came to an agreement. So the alternative he offered was that if they leave Trevor alone, he'll make them his clients which prevents him from being able to take any of that legal action against them.

If I understand it correctly, you need a medallion to operate a legal yellow cab in NYC. When you look closely at 7:12 there's no medallion on the hood. Which makes that car a yellow vehicle but not a licensed cab. What I do wonder (since these are real-world numbers) if a medallion costs hundreds of thousands of dollars to obtain, how do you ever get out of the red? For example (I just looked this up) a taxi ride from JFK airport to Manhattan costs $52 plus tips and takes up to 90 minutes. Which means operating a taxi isn't exactly a money maker ($30 an hour with which car maintenance and your own salary has to be paid). How do you pay off $300,000?
