Changes over r2.1 dev3:

- Added "High" Block Reflection Quality option with smoother reflections using a temporal filter

- Water Refraction Intensity setting now also affects underwater distortion

- Separated the Reflection Quality setting to "Water" and "Block" variants

- Fixed visuals breaking in the Nether dimension

- Fixed atmosphere looking brighter behind translucents

- Fixed rain puddles appearing too abruptly

- Fixed incorrect particle translucency

- Fixed water refraction not affecting light shafts behind water
