I am a bit confused why using both is considered misuse. They never said he is only supposed to call one, just that each stone is for a different person. And he does want a "special" first time.

Yeah, calling both is technically not against the rules laid out, but Jacqueline will be inclined to see it as misuse. Both of those perspectives will be covered if that option wins
