i always thought it was lowkey fear. but then again i think that they know he couldn't be bothered. as hard as yujiro is, i'm sure he'd feel some type of way if he found out his soon got beat to death or something. so they probably would try to use that as a way to lure him out i believe? idk. i like the contrast between the martial artists and the criminals and how they see it as disrespectful how they fight.

Yujiro would not feel bad if baki got beat up. Heck when he was younger, yujiro did it himself. He went as far as to interrupt a personal fight baki was having and he 2 pieced baki And his opponent. As far as i know, there's no proper reason given to why the prisoners didn't go after yujiro so i think it's just fear. They are the people "going to japan seeking defeat but not actually, they just want a good fight that they will surely win". Or they're just bored
