Yeah Franklin had his connection but between the DEA and getting caught up because Franklin could've stolen the key, Claudia was right to be suspicious. Having something unordinary doesn't inherently validate a person having that thing.

To clarify, the CIA trafficking cocaine and other drugs was not "corruption" per se - it was an important function run in tandem with arming right wing rebel groups in Latin America to overthrow socialist governments. As a result, they purposely flooded black communities with drugs. Again, this behavior was not an aberration, it was intentional.
