If you consider pain as a generational villain then Doffy would defs be one too. His writing and impact to the story was crazy and he’s a fan favourite villain.

People forget that Dressrosa was a looooooooooooonnnnnnggggggggggg arc. Like, if you look at how long that arc was (and even factoring in Doffy's impact) yeah's a generational villain. Same with Pain and Pain's impact. Like, we gotta keep it a buck.
