Why English? I don't know if there's a definitive answer but here's some thoughts. First, Japanese has a lot of English borrowings. Using English words and phrases is trendy, especially among the young. Gaming, anime, manga in particular uses a lot of casual language including English. Since RPG's are one of Japan's big outputs, many terms are standardized in gaming and have become well-known beyond that. Much of the concepts or terminology has itself been borrowed from the West, like Dungeons and Dragons, mythology, etc. so they have English names. Titles like "Sky Queen" are similar to the reverse situations where anime, etc. retains the Japanese names even when it is unnecessary. It sounds cooler!

Yes like Donna said, the names and titles, if not an obvious Japanese name (like Midoriya) then the name is usually said with the English title like "Sky Queen" and then the English name "Frey" (like I said unless it's a Japanese name) it's also just because Japanese people love using English and think it sounds cool For reference, I have been learning Japanese since 2018 and the kanji (letter / words) for "English" mean "Beautiful language"
