Leroute's betting game rules are laid out so that they seem very straightforward but she really knows how to take advantage of these rules. Of course, Leorio could do the same if he figured it out, it's the same rules for both players after all. Leroute's proposed game was that they would decide to bet on something in turns, first Leroute decides what Leorio will bet on, then Leorio decides what Leroute will bet on, and so on until someone looses all their time. The one proposing the bet also has to say how they intend to test it, only then can the other bet their time on the outcome they think is true. When Leorio decides they will bet on whether Majitani is really unconscious, Leroute immediately says "I *will* bet 20 hours that he's really unconscious", not only is this not actually betting, (it's just declaring what she'll do later), but she says it before Leorio says how he intends to test the bet, so a bet at that time wouldn't count anyway.

The subtitles said "I surrender" but he didn't actually finish saying the word in Japanese, I wish they'd fix that cause it confuses so many people haha.

Yes, Leorio shouldnt have taken that first bet. She’d cleverly reversed it on him, so if he wanted to bet on that one, he’d have to bet that he *was* unconscious (which Leorio didn’t believe). The bet needed to be re phrased, but he fell into the trap.
