The thing about Oda not reusing panels is more like he will always redraw panels from flashbacks to earlier chapters, I haven't paid enough attention to see if he redraws the same panel or does a new version of the scene. Flashbacks to earlier chapters in the manga are also much much shorter than in the anime (of course), mostly they are a couple of panels and probably at most a page

Also on that last one komori is Japanesse for bat. so when written out Gecko Moria as that in there as well.

A little late but Oda did redraw those flashbacks scene, its obvious cause of the new-ish style (also the flashbacks in the manga are waaaaaay shorter, its an anime thing stretching the episode as to not catch up with the manga)
