As far as what to watch first, it's hard to advise. The timeline is rather jumbled. The first season of Railgun takes place almost entirely before the first season of Index. The second season takes place partially in the first season of Index and contains a different perspective of a storyline that happens in Index. Season 3 of Railgun takes place in the midst of Season 2 of Index. The specifics aren't important, and the order is less so. I do personally think it's better to watch at least the first season of Index first, as you'll appreciate the finer details of what happens in season 2 of Railgun more, but it's not strictly necessary. Edit: Also, the setting for much of both Index and Railgun is a place called Academy City, which is nothing more than a walled off section of Tokyo. There are even some scenes which are just drawings of actual places in Tokyo. I'm sure you can find some pictures of side by sides on the internet. Edit2: I also find it a shame not many react to the series. It is on the older side (well, Index is at least) which predates many reaction channels and is certainly not as popular in the west as it's a bit more niche as far as anime goes, but it has one of my favorite plots and settings. I've been here for One Piece, but I'd be happy if you reacted to the series, whether it be Index, Railgun, or even Accelerator (totally should react to that, it only has one OP).
