This show is set in London (real world) and Reverse London. Dragons are basically their version of hollows. And like Ninny mentioned this episode, In Japan they “kill their dragons” aka hollows while in London they only kill dark dragons and rehabilitate regular dragons like Osushi and Balgo by extension since hes Dragonclad now. Just like regular humans cant see hollows, Balgo couldnt see dragons until the dark one made direct contact with him. Btw Noel was able to turn Osushi back into its dog form and “rehabilitate” it by… showing it her panties lol. Thats why she told Ninny she took care of it quickly

Fun fact about Burn The Witch: First that Tite Kubo use dragon ball theme song in the anime and mention it in the manga because Akira Toriyama the author of DB was the reason why Kubo accepted in Shounen Jump. Second, Osushi the Dragon dog, Kubo draw him base on his real-life dog... Because Kubo love his dog sm that even mention him in his twitter "X" Official account so many time.
