Why do I get the feeling that the only authority here is the Edicts themselves and that people blindly follow them to the point that nobody is safe from the Edicts, not even the Council themselves?

Sometimes it takes an outsider to point out the flaw in something. Is the Council really the authority; they do seem to keep law and order around Treehollow. But as @SCPilot notes, like Tess feared, the Edicts are the only real authority and not even the Council is immune.
