Airbenders don't *have* to create their own technique to become a master. They have to master 36 tiers of airbending and/or create a new technique. So Aang had mastered 35, and then created the airscooter instead of mastering the 36th

I love that in Tenzin, we see get to see what Aang might have been like in his prime. Like Zaheer has steamrolled just about everybody else throughout the season, but he's on the run from Tenzin most of the time.
