Some characters are difficult to like and some become to much. Others have to grow on you. For Mona I am not sure in which category she falls, but it's never a bad idea to keep somewhat of an open mind.

Rip likely sold the waverider and other time travel tech to the us government in exchange for funding the time bureau.

And in last season's premiere, Rip took the Waverider away from them. They ended up stealing it from the Time Bureau.

You should definitely be more openminded about some of the newer characters on legends, this show has weird characters and yes its cheesy but its supposed to be so it fits perfect! Not everyone will be serious, especially from legends, its just a weird show and honestly i love gary and mona for how weird they are.

Like others have said, when Rip introduced the Legends to the Time Bureau, he took the Waverider away from them. When the Legends stole it back, Rip said he was giving them permission to operate. However, I do agree the costs don't make sense. Gideon synthesizes all of their food and clothes, so it doesn't make sense for the Time Bureau to pay for them. The only one that made sense to be was the time core or whatever it was called.

Regarding your comment about Mona being Female Gary to my knowledge the actor hasn’t received any hate mail or harassment on social media, but Mona’s actress got literal hate mail, death threats, and harassment. So there’s a difference between the two in regards to fan reception despite being very similar characters. Which I think is disappointing it’s fine to hate a character but attacking an actor for playing a role the writers chose to write is so stupid and rude

What Rob said is most likely accurate. Sure she synthesizes the stuff but it has to be made from something. Also clothes she makes still require at the very least chemicals if not raw materials to make.

I agree that it’s messed up she got death threats. Side note: I hate Mona more than I hate Gary. So far, there were some good moments with Gary but I’ve pretty much hated every moment Mona has been onscreen. Maybe she will get better
