Sadly there will always be corrupt cops Shan. But of course the same can be said of good cops like Brett.

If the cops were skilled and honest, then the town would be in less need of superheroes. Organized crime always needs some help from politicians, police and media. Fisk, aka The Kingpin of Crime (Stan Lee didn't give villains subtle names) started out in Spider-man comics, the Comics Code kept corruption out of the comics. Frank Miller made Kingpin a Daredevil foe in the 80s and gave it a dark,gritty feel. Batman is another hero that fights organized crime. Oh hey, Frank Miller made Batman dark and gritty in the 80s. It was his thing. And lots of people copied it.
