This arrived faulty, and at first I thought it was due to the odd circuitry on the output. But it turned out to be some off-tolerance components instead.

Dead car "freshener" (fixed) with schematic

My guess at what was wrong with this unit was completely wrong. It's as if they repurposed an existing circuit design and I initially thought they were trying to run a dielectric barrier plasma generator from DC. In reality the fault was with component tolerances - possibly off-tolerance transistors. But having tested the transistors on a tester which identified then correctly and gave a plausible gain, I had a wild goose chase of component swapping. Once I got it going I then found it did kinda work, but not as well as it should have due to the weird choice of output circuitry. I get the feeling this is a clone of a clone with the factory not quite understanding the operation. On a plus note, it's not one of the completely fake ones with a blue LED and fake circuitry. And we did get to do a very deep dive into the circuitry of this novel device. Imagine if you found an ozone generating streetlight . . . the channel would disappear into an led light hole . . . ;-)
