This one has been asked for far more than I ever thought it would, so here's a video breaking down the VSC.

I think the simplest way to imagine the VSC is as an actual Safety Car that you just can't see.

How the Virtual Safety Car works

The Virtual Safety Car is relatively new to F1. Introduced in 2015, it was a means of forcing all the cars to slow down around the track at once. The language around the VSC is never particularly clear but the whole process is actually a lot simpler than it may sometimes seem.
