In Naruto canon, ninjas usually set up a contract with warrior animal clans who were summoned by drawing blood (usually the ninja bit their thumb, which wow STRONG TEETH THERE) The sand horses broke off their contract because of the abuse they went through during a great war. Now they would only come if they were summoned by name and that was only given if they trusted someone well enough. In Orochimaru's case, on page three, that happened because he tortured/killed people in order to get the names of their companions.
