Another point is that while heroic spirits can be summoned into different classes, there is a limit because they cannot be summoned into literally every class. So for example saber would never be summoned as a caster because that doesn't fit the lore of king Arthur at all since he was never a mage and has no talent for magic.

Probably a bit late for this comment to matter since your much further into the series but saber is literally a girl not a man in a girls body it explains how she had to hide that fact to be king in episode 1
