Whenever I come to this episode I always think it's important to put it in context. Zuko's struggle has never in my opinion been about "choosing between good and evil" because if you think back he's never been really onboard with the fire nation ideology. Capturing Aang wasn't about defeating the Avatar to him, it was always about redeeming himself in his father's eyes. He's already chosen good in many different ways. To me, Zuko's story has always been about a sixteen year old boy (yes important to remember he is only about sixteen!!) forced to choose between his family and his conscience. Regardless of how evil we know and see Azula and the Firelord to be, they are still his sister and his father and represent the only life he's ever known. When put on the spot, it would be very hard to give all that up for an uncertain future, where you no longer know your place in the world. I also feel for Azula in some ways too because, yes, she does seem so evil and makes a great villain, but I can't imagine the kind of life and treatment that would turn a 15 year old girl into that.
