Ranma in the Jusenkyo "accident" fall in the goddess spring ( the one of the goddess of the amazon ). The curse is powerfull and can only make Ranma in his male form for 2 hour maximum per day. Earing this the amazon see him like a avatar of their lost goddess  and adopt him. Two twist in this story: Akane, Nabiki and Kasumi are in this city with their mother. They had a accident and where healed but their father is dead. 

Nodoka seeing his father return alone without explication take-of to have her son with her and finish too in the tribe ( she birthed the avatar ).  Ranma second form is the goddess of fight, training, honor, protection and justice ( and of war ).  Each time she train all who are in the tribe become stronger.

Shampoo is her honor guard with Kasumi and Akane

Cologne with Nabiki and Nodoka her counselor.
