Matt Owens was the writer for the live action but he had to convince Oda to even attempt a live action but Oda was so heavily involved and had to approve of everything in the live action, in fact there were a bunch of reshoots that happened because Oda wasn't satisfied with certain parts of the live action. Also worth nothing that Oda is a huge movie lover and pop culture lover, you will notice as the series goes on that certain characters in the story are heavily inspired by different famous icons. I totally get what you mean about stuff being over the top. Over the top and anime kinda go hand in hand, there's plenty of anime that are less over the top but the charm of it eventually grows on you.
