Why is Everything in CHINA FALLING APART?

Before you come to China, you might have an idea that it will be ancient tea houses, tight alley ways full of culture and history, or people living the same way they did hundereds of years ago. You'd be wrong. China is changing, and sometimes too fast.

Great observation, come from 2 points: For community property, it is normal unless there is Monks actively living there in popular tourist spots, there is one idiom just spoken out for this http://www.standardmandarin.com/idiom/sweep-the-snow-from-your-own-door-step-dont-worry-about-the-frost-on-your-neighbors-roof-idiom 各人自扫门前雪,莫管他家瓦上霜, really is a shame, this is where the China lap the world by appalling amount. Japan did some well in this area, they have old building dating back 1200 years and still looks great. And maintenance for personal property are also non-exist, my relative’s houses are 100% belong to them, but still no maintenance, just part of the culture. This changes quite a bit in oversea community, for there are HOA govern the property maintenance standard.
