Yes, the Witch Cult is listening to Subaru because of the Witch's Miasma that clings to him since he has miasma on par with one of the Sin Archbishops that lead them. So, they assume Subaru is one of their leaders. To the Cult, the more miasma you have from the Witch, the more she loves and favors you. While this isn't heavily focused on in the anime, Emilia has been somewhat depressed since her fight with Subaru in the capital and has been having nightmares about their breakup every night since, which is why she mentions that she doesn't think she'll be able to sleep. Even though she thinks it's best for him to not be around her, she still laments the lose of her only genuine friend who didn't abandon or scorn her upon learning that she is a silver haired, purple eyed half elf like the Witch.
