Shin did want to shoot himself at the end but his gun had dropped to the floor of the cockpit and he was trapped in his seat and could not reach it.

BTW this was actually the end of the standalone novel 86 was originally based on that the author wrote for a writing contest ( which she won). Only afterwards when they offered her a multiple novel contract to continue the story did the story evolve into the 14 books it encompasses today. Thats why those first 11 episodes feel like such a "complete" story for lack of a better word, because they were at some point.
