All of the Hunter beta designs I could find made him look very young, so I had to improvise my own. Here, his design was based on Cassandra Cain's Batgirl, who had a very tattered appearance.

I wanted him to look part of the high ranks but also somewhat ghostly, like his existence could just be a rumor.

Anyway, the point of this arc was not only for Hunter and Luz to come across each other, but for Luz to get some insight into his character. This was important since she would have no reason to think anything positive about a member of the Emperor's Coven. 

And I also wanted to illustrate that though Hunter is among the upper echelons of the coven, he doesn't officially have rank, and low-ranking soldiers and grunts have little respect for him.
