I kind of think the white wolf was reincarnated Kanan the whole time, or like-- Kanan's fate, at least.

Yeah I think it's meant to be Kanan in some sort of "will of the force" form. That's why the wolves selected him first, I think they were there to tell him he needed to become something bigger to guide ezra to the next step in his journey - on his own. Thats my opinion, anyway.
