David Tenant's Scottish accent is so good because he is actually Scottish. That being said, he still isn't speaking with his natural Scottish accent. He's putting on a version of the Scottish accent that he hears when people try to mimic the accent. His reasoning was that this version of the Doctor doesn't have a natural Scottish accent, so when he's faking it, he shouldn't sound too natural to the Scottish ear. Also, Oot and Aboot, is definitely Scottish, but also used more to make fun of the Scots. Canadians sound a little Scottish at times, because, well... Nova Scotia literally translates to "New Scotland" so that probably covers it lol. (PS, I also am Scottish, and have a Scottish accent, although I've lived in the US for 10 years now).

You can be forgiven for not knowing that David is Scottish. You'd perhaps be more likely to connect the dots if you were aware that David was born David McDonald and changed his name to join the actors union. Funny enough, like a number of actors, he has that in common with his father in law. Who was born Peter Moffett, and is known to most as Peter Davison. Torchwood is rough to watch at times, I won't lie to ya. There are connections at times. As a happy medium, I'll suggest a 'choice episode' selection apposed to padding the schedule. Watch the show alongside with the pattern suggested. But only react to certain ones, for a compromise and far less editing. Then, we know you have seen it, and those who appreciate it more can have reactions to certain key episode and moments. Myself, I'd say a few from series 1 and 2. All of series 3, which helps to fully appreciate a particular character. Then, I could take or leave series 4 honestly.
