Can't wait for next episode. And to answer your question about the form levels. Super doesn't do the best job of telling it, but whatever a characters base level is, the transformations are always a shiny multiplier. Devils advocate, if Goku only had Super Saiyan, but his base form was on Jiren's level, that's still a 50x multiplier when he transforms. Kales base form isn't anything too crazy from what we've seen, but her transformation is gives her so much energy so fast it took everything to get the control she has now. Combine that form with Caulifla's endless potential and natural talent, that fusion is insanity, named Kelfa. Plus Cabba in Base is evenly matched with Vegeta in Base, AFTER he trained with Whis. As much as it makes people mad, Universe 6 saiyans are ridiculously strong.

A legendery super sayan is stronget than normal super sayan. Remember when broly kicked goku/vegeta ass in Blue form?

Cabba is not and never was equal to base Vegeta. The Tournament of Power shows quite clearly that Vegeta was never really taking that fight seriously, base Vegeta's feats in this tournament are far beyond anything even Super Saiyan Cabba shows. And SSJ (possibly 2?) Caulifla who is even more talented than Cabba was having a tough time with a tired Base Goku till she started learning improving mid battle. My guess would be base Cabba is about the level the base saiyans were in the Buu Saga.
