They did a good job of laying down the rules of how the weapon works in this episode. Powerful enough to take out a space station, but only after the station had linked up to it. You mentioned you have watched Star Trek: Enterprise. Lt. Barniss Frex is a Denobulan, which is the same species that Dr. Phlox is.

Lt. Frex seemed like kind of a bungler... jumping to conclusions, abandoning people to save himself. Of course, maybe that's why he was assigned to the farthest possible outpost?
