So, about Admiral Janeway's ship... settle in, this one's a bit long! As you're probably aware, the USS Voyager was stranded in the Delta Quadrant for many years. While they managed to get home in roughly seven years, that was only by taking advantage of a lot of navigational shortcuts, experimental technology, and even some time travel help. When they started their journey, they thought it would take 70 years to complete! Along the journey, they made a lot of allies, and a few enemies. One enemy they made was a brilliant scientist. Voyager once helped the Borg (as part of an enemy of my enemy type temporary truce), and this scientist blamed Janeway for the Borg regaining strength and later wiping out his race. As his revenge against Voyager, he learned about them, and decided to put them into the ultimate trap: He built a huge starship, with a Quantum Slipstream drive, extremely advanced warp technology, and designed it to look like a Federation ship. The so-called "U.S.S. Dauntless" showed up in front of Voyager one day and claimed to be sent from Starfleet Command to retrieve the Voyager crew. His plan was for the ship to autopilot the Voyager crew straight into Borg territory, where they'd be assimilated. Well, long story short, Janeway and her crew managed to figure out the trick, escape in time before the Dauntless was destroyed, and continued their journey. But they did make scans of the ship, and the Quantum Slipstream drive, and tinkered with that technology afterwards, although they had very limited resources as a single ship away from spacedock. This is all a long-winded way to say that Admiral Janeway is piloting a new ship, also called the USS Dauntless, and it seems to use the same general ship layout and Quantum Slipstream tech. The fans interpreted it as a bit of reversed revenge from Janeway, where she took a trap against her and turned it into something extremely useful.

Oh, boy. A little late to this, but you asked about the Temporal Cold War. Not going to go into spoilers, but after the concept was introduced in Star Trek: Enterprise. later shows folded in more factions and more rules. The also retroactively took elements from past series, including classic Trek and TNG, and incorporated them into the admittedly confusing narrative. It is tough to talk about the players without knowing exactly what you have watched so far, but suffice it to say because of the damage that the temporal cold war left on the timeline, most of the Federation aligned factions do as little as they can to nudge things along. As for the technology level of the Vau N'Akat, it is a bit confusing. As far as I can tell, they were technologically advanced but hadn't really explored space or developed warp technology. It seems like it might be partially cultural? Without getting into spoiler territory, Gwyn's heirloom seems to be "programable matter" which is technology that the Federation doesn't have at this point. So I can only assume the Vau N'Akat are more advanced than the Federation in some areas and less advanced in others.
