I'll be the "Well in the Manga..." guy and just say the dragon design was better in the manga. Don't know why they upped her size for the anime. It just looks awkward.

Well to be fair, the boobs were there before she turned into a dragon, it's not like the rest of her body looks full on dragon as you would expect it, like the hair and the face.
