funfact, gang orca is almost a 1:1 copy of a character from one of horikoshi's earlier works. he's a copy of sakamata, from ōmagadoki dōbutsuen (aka oumagadoki zoo), where he is the second in command of the first arc villain. so no wonder gang orca is placed highly in the guy who looks like a villain rankings, he was literally designed to be a villain.
