I think the reason Soup pretending to be a Fishman wouldn't work is that the crew was very familiar with each other and tight-knit. Even if he pretended to be a Fishman and they saw him as one, they wouldn't recognize him and wonder where he came from

As far as I'm aware, Japan has/had a thing for tattoos being a sign of criminal activity, thanks to the yakuza for the most part. Episode 32 was aired in japan during the year 2000 so it was more of a thing back then.
