Josuke doesnt have to deastroy something to fix it, when healing Okuyasu and Grampa he simply held his hand over the injury, Katara Style. But as we found out in the Yukako episodes, Crazy Diamond cannot revert anything affected by The Hands erasure.

I admit that i mostly have in mind the Duwang translation (since it was the only one available for around a decade), but in that one it was pretty clear that it's the other way around. Crazy Diamond is both slower and weaker than Star Platinum, said by both Jotaro and Red Hot Chili Pepper. It's also shorter ranged (1 meter vs 2), and since there's no mention of it having "machine-like precision" or anything of the sort, there isn't any reason to think it's remarkable in that regard. Crazy Diamond is powerful, stat-wise. But IT IS a step down from Star Platinum.

Josuke wouldn't really be able to put the electricity cables back together with his stand. In one of the earlier episodes he had also mentioned the fact That anything erased by the hand can not be fixed as it's been removed from space, hence there's nothing to put back together.
