Akainu's whole thing about stopping the guy from running away is less about effectiveness and more about morale, I think. Deserters are discouraged because it would probably encourage other deserters because in full honesty, no decent and sane man really wants to be at war if they could help it. Sure bravery holds them there but being in a group that is all-in for the cause, and no one runs away also helps.
