Catra is basically going "some day my foot will be in that boot". It's like in military schools, boarding schools, and frats or sororities that use very toxic initiation shit and abuse the younger kids who put up with it because they have something to gain from being in the system and with the understanding one day they'll be the ones to abuse and push around the other kids. Or like people who defend rich assholes' ability to get away with a lot of shit because one day they too will be a rich asshole.

So I believe the thing is that they didn't have the rights to He-Man, so they couldn't really mention anything about it. Hence her origin story, and unfortunately they can't really give all the answers because of legal stuff.
