Honestly this is an interesting one... because you're actually not wrong Neel. Toji's super sociopathic and a terrible person, as well as a really bad father. He had no problems killing Riko right after she poured her heart out and expressed how much she wanted to live. He also forgot Megumi's name from time to time. BUT, despite how terrible of a person and father he is, he still does care for Megumi. The name Toji gave him was "blessing" (Megumi's English meaning), and yes, while it initially seemed that he was only going to sell Megumi for his own money, he probably wanted him to live a better life. He knows how shit the Zenin clan is but he knew Megumi had a powerful cursed technique so he'd probably be treated well, unlike himself who was treated like Maki because he had no Cursed Energy. He also told Gojo about Megumi's existence before dying even though it would be of no benefit to him... so yes, he is a shit father. And yes, he also does care about Megumi.
